Embeddings are coordinates for meaning
Imagine placing every approved document on a large map. One area contains refund policies. Another contains scheduling rules. Another contains service agreements. A client question also becomes a point on that map.
When the question lands near a group of refund passages, the system has found content that may be related in meaning, even when the wording differs. Google documents embeddings as numerical representations used for semantic search, classification, and clustering.
The map is useful because business questions rarely repeat the exact words used in a policy. It improves discovery. It does not yet decide which record may govern the work.
Why the closest record can still be wrong
Similarity answers one narrow question: which candidate appears close to this query inside this embedding space?
It does not automatically establish that the record is current, approved, visible to this user, written for this client or region, complete after chunking, or correct for the exception in front of the team.
The retrieval system can be technically healthy while the operating decision remains unsupported. Semantic closeness is therefore search evidence, not permission or policy authority.
Expose the hidden selection path
First, the team decides which records may enter the source collection. Second, each record is divided into passages. The size and overlap of those passages affect what context survives together.
The passages and query are embedded with a defined model and task setup. The system ranks candidates. Filters then narrow the set by client, service, region, effective date, record state, and access scope.
A passage is selected to support the answer, and a person or explicit control decides whether that passage may change work. Most demonstrations show only the question and answer. The retrieval receipt preserves the decisions between them.
What current product documentation establishes
OpenAI documents vector store search results that can include file attributes, a file identifier, filename, returned content passages, and a similarity score. It also documents a configurable chunking strategy. These fields are useful raw material for a receipt. They do not establish business permission or policy meaning.
The pgvector project distinguishes exact search from approximate search. Its documentation states that an approximate index can trade some recall for speed and can produce different results. It also explains that filtering after an approximate index scan can reduce returned results.

Create the retrieval receipt
Record the exact question, selected record, version and effective date, access scope, retrieved passage, similarity rank and score, and every filter applied to the candidate set.
For consequential work, retain the leading rejected candidates and the reason each failed. A record may be closer in meaning but invalid because it is expired, restricted, or written for another context.
Name any missing fact, conflict, or policy exception that prevents automatic use. Then name the person or approved rule accountable for allowing the answer to change work.
A fictional service business example
A client asks a service company whether a rescheduling fee can be waived. The retrieval system finds three passages.
The first passage is highly similar but comes from an expired refund guide. The second comes from a private contract for another client. The third comes from the current service policy and says that a fee may be waived when the interruption was caused by the company.
The effective date rule rejects the expired guide. The access rule rejects the private contract. The current policy survives, but one fact is missing: who caused the interruption. The answer becomes a draft and a named person owns the exception.
The receipt now shows the current policy, exact passage, effective date, access scope, rejected candidates, missing fact, and decision owner. This is a fictional example, not production data.
Where AI helps and where a person remains accountable
AI can embed approved records, find related passages, group duplicate material, compare candidates, detect missing receipt fields, and draft an answer that cites the selected source.
Explicit controls can enforce document state, effective date, client boundary, region, access group, source owner, and required exception handling.
A person remains accountable for what a policy means in the case at hand, whether an exception applies, whether the action creates a commitment, and whether the evidence is strong enough for the consequence.
NIST calls for documented knowledge limits, human oversight, and internal controls for system components. It does not prescribe a retrieval receipt. The receipt is Ahmad's proposed way to make those concerns visible in retrieval work.
Practical opportunities
In customer support, attach the exact current policy passage to a draft reply and block sending when version, permission, or exception data is missing.
In sales and account work, keep one client's contract, pricing, and commitments from influencing another client's answer.
For internal knowledge, show employees which source and version supported an answer and make correction easy when the source changes.
When the model, chunking strategy, filter logic, or approximate index changes, compare receipts before and after the change rather than trusting a smooth demonstration.
Risks and limitations
A receipt can create false confidence if the source collection is incomplete or the access rules are wrong. A current record can still be ambiguous. A high similarity score can still connect the wrong ideas. A filter can exclude valid evidence. A person can approve a poor decision.
The receipt improves traceability. It does not guarantee correctness. Sensitive work may require legal, security, privacy, technical, or domain review beyond this operating model.
Do not expose confidential source text in a receipt shown to someone who lacks access. The receipt itself needs an access rule.
Who should act now and who should wait
Act now if one repeated question already has a controlled source set, clear access rules, a named record owner, and a human review step. Begin with a consequential but reversible answer and compare receipts with expert decisions.
Wait before automatic action if the source collection mixes clients, versions are unclear, permission is inferred, exceptions are common, or the team cannot explain why the selected passage won.
The purpose of waiting is to name the next control required.
